Operational Goals

¡E To provide a safe, comfortable, rapid, convenient, and innovative Rapid Transit System.
¡E To operate in accordance with Government's mass transportation policy and to coordinate transport services with existing operators to provide an effective means of mass transport.

Train Operations

Train Operations
Trains will take 45 minutes to travel the full length of the Red Line and just 25 minutes to travel the Orange Line. The Rapid Transit System will operate from the first train at 6:00 am each day till the last train, starting their journeys at 11:00 pm, reach their destinations. Thus, trains will operate for 17 hours 45 minutes on the Red Line and 17 hours 25 minutes on the Orange Line daily.

Station Hours
Each station will open 10 minutes before departure of the first train in the morning and close 10 minutes after the last train has passed at the end of the day, so that the stations will be in service for our passengers for around 18 hours of every day.

Peak and Off-peak Period Frequency
¡E The trains will arrive within 6 minutes of each other during peak periods and within 10 minutes of each other during off-peak hours. The average journey speeds will be approximately 38.5 km/hr on the Red Line and 35.1 km/hr on the Orange Line.
Reaching Out to Travellers
 
¡E Nurturing a Rapid Transit Habit
Since most Kaohsiung residents currently prefer to use private cars for their journeys, the Kaohsiung Rapid Transit Corporation will aim to persuade these users, who face crowded and polluted road conditions, to make use of the rapid transit system and to benefit from a fast, safe, comfortable, and integrated service that offers a convenient interface with other transport services.

¡E Competitive Ticket Prices
The Kaohsiung Rapid Transit Corporation has developed a viable fare structure that we believe will be acceptable to our passengers who wish to make reference to the equivalent fares on the Taipei Rapid Transit System, the local buses, and to the current rail and taxi fares. To further this competitive advantage, discounts will be provided to regular travellers through Stored Value Tickets to ensure that the Rapid Transit System can fully compete with all other modes of transport. In addition, we will launch promotions to reward our customers for their long-term loyalty.

Integrated Transportation
The Red and Orange Lines are only the first stages in the creation of a Kaohsiung Rapid Transit System and thus will not be able to provide direct connections from origin to destination for many passengers. However, we fully understand that a good interface with other transportation systems is essential in offering an effective service to the Kaohsiung Metropolitan area. In this light, the Rapid Transit System is equally geared towards providing connections for long haul travellers arriving in Kaohsiung, whether by air, the High Speed Rail System or Taiwan Railways, to their destinations, as to providing a service for key short haul passengers, such as students and office workers, making their journeys.

We believe that people who are unable to complete a journey on the Rapid Transit System alone should be able to interchange easily with local buses, taxis or private vehicles. At the outlying stations of the Kaohsiung Rapid Transit System, extensive parking will be provided for cars and motorcycles, with special facilities to ensure a fluid interchange with local bus services and for kiss-and-ride. Within more central areas, bus stops and other points of access will be positioned as close to the station entrances as possible: further facilities will also be sought from the relevant authorities to allow for the convenient parking of motorcycles and bicycles.

¡E Cooperation with Bus Operators
The Kaohsiung Rapid Transit Corporation is actively promoting the development of through ticketing arrangements on all public transport in the City. Together with other public transport operators we are now developing an IC card that can be used on all public services to facilitate integration. Existing bus routes will be adjusted to provide service connections with the Rapid Transit Stations and to facilitate journeys throughout the city and outlying communities. In this way the benefits of the service provided by the two lines can be extended to the whole of the Kaohsiung region and a comprehensive public transport created for all.

¡E Feeder Services to Outlying Areas
High school and vocational school students and office workers will be the key passengers for the mass transit system during the core operating periods from 9:00 am to 5:00 pm. To promote the use of the system, the Kaohsiung Rapid Transit Corporation will cooperate with education centers, large office complexes, major industrial zones, and large-scale enterprises to ensure the provision of effective feeder services, either by special or public bus, at the nearest stations at the specific times to meet their needs.
Access for the Mobility Impaired
To make the Kaohsiung Rapid Transit System easily accessible, safe and convenient for use by our passengers whose mobility is impaired, various special facilities will be provided. These features will include guidance floor tiles for the blind, reserved parking spaces, special ticket gates and reserved seats/areas in the cars, as well as specially equipped elevators, ramps, and toilets for our wheelchair-bound passengers.
Safe Waiting Areas for Women
Kaohsiung Rapid Transit will set up a system of safe areas for women within the platform areas to ensure the safety of females travelling alone, particularly at night. These areas will be subject to special surveillance and will be patrolled by Rapid Transit Police and other security personnel.
